Establishing the Prince George's County Health Council as an instrumentality of the State; requiring the Governor, the Prince George's County Executive, and the Prince George's County Council to appoint members of the Council; requiring the Council to develop and recommend to specified persons a health strategy and work plan for the County; requiring the Council to submit the strategy and work plan to the Department, the County Executive, and the County Council; etc.
