Synopsis:

Requiring the Board of Public Works to approve economic inclusion plans for specified State procurement contracts; requiring that economic inclusion plans be drafted by specified contractors in collaboration with specified units and local community groups; requiring that economic inclusion plans promote the involvement and training of specified minority business enterprises, locally owned businesses, and local residents; etc.
