Synopsis:

Creating a State Debt not to exceed $700,000, with a matching fund requirement, as a grant to the Board of Trustees of the Kairos Community Corporation for the planning, design, construction, renovation, reconstruction, and capital equipping of a community center and gymnasium for the citizens of the surrounding area; and prohibiting the use of the proceeds or any of the matching funds for sectarian religious purposes.
