Insurance Premiums Tax - Health Maintenance Organizations - Funding of Public Mental Health System Services

Synopsis:

Imposing the insurance premiums tax on HMOs; requiring specified tax revenue to be distributed annually to the Maryland Public Health System Fund; specifying the purposes and uses of the Fund and that the Fund is a special, nonlapsing Fund; requiring that beginning in fiscal year 2004, the fees paid by the Department of Health and Mental Hygiene to a community mental health services provider for providing specified services be adjusted annually by a rate of change not to exceed 5%; etc.
