Requiring the Secretary of Budget and Management to establish a Clerical Workers Career Advancement Task Force; specifying the composition and duties of the Task Force; requiring the Task Force to report to the Secretary by a specified date; and requiring the Secretary to develop and present a specified proposal to the Governor and the General Assembly by a specified date.
