Synopsis:

Prohibiting obtaining or attempting to obtain telecommunications services with intent to avoid any lawful fee; prohibiting the possession or use of counterfeit telecommunications devices under specified circumstances; prohibiting the possession of a combination of electronic serial numbers and mobile identification numbers under specified circumstances; providing exceptions; providing penalties; etc.
