regulations to establish a minimum size limit for catching or
possessing hard crabs other than 5 inches measured from tip to tip of
spike; prohibiting the use of crab scrapes in specified areas, with
specified exceptions; making the Act an emergency measure; providing
for the effective date of specified provisions of the Act; and
providing for the termination of specified provisions of the Act.
