Synopsis:

Authorizing the creation of a State Debt in the amount of $400,000, the proceeds to be used as a grant to the Board of Directors of The Trinity Family Life Center, Inc. for the repair, renovation, reconstruction, and capital equipping of a community center to offer medical referral services, family counseling, tutorial services, and other services to the community, located in Baltimore City; prohibiting the loan proceeds or the matching fund from being used for sectarian religious purposes; etc.
