Synopsis:

Requiring the Department of the Environment to collect fees for specified purposes concerning oil and gas wells; requiring the Department to set the fees at a specified rate; requiring the Department to reduce the fees under specified circumstances; establishing an Oil and Gas Fund; specifying the composition of the Fund; providing that the Fund is a special, nonlapsing fund; prohibiting the reversion of unused money from the Fund to the General Fund; etc.
