Establishing collective bargaining rights for specified employees of the Montgomery County Housing Authority; establishing specified bargaining units; requiring the negotiation of a single contract with an employee organization under specified circumstances; requiring the Commission to recognize an employee organization certified as exclusive representative; imposing specified requirements on a certified employee organization; providing for the appointment of a labor relations administrator; etc.
