Requiring the Department of Juvenile Justice to establish and implement a civil citation program for minor offenses committed by children; authorizing law enforcement officers to issue citations under specified circumstances; providing for the adjudication of the citations by a community service coordinator; establishing dispositions, including community service; etc.
