Synopsis:

Altering provisions regarding the establishment and authority of an alternate hearing board; requiring a governmental agency that has recognized a collective bargaining representative to negotiate with the representative, at the representative's request, an alternate method of forming a hearing board and to make the hearing board's disciplinary recommendations final and binding on all parties; and requiring a hearing board to recommend a punishment.
