Synopsis:

Prohibiting the Washington Suburban Sanitary Commission (WSSC) from discriminating against any person based on specified factors; requiring specified contracts to include specified provisions pertaining to nondiscrimination; and authorizing the WSSC to void specified contracts under specified circumstances.
