and index containing the record of a person's military discharge
papers kept by the clerk except to specified persons in accordance
with a subpoena or court order, or in specified circumstances to
specified persons for good cause shown; limiting the provision by a
clerk of a circuit court of a certified copy of the record of
specified military discharge papers to specified persons in accordance
with a subpoena or court order; etc.
