Synopsis:

Altering specified requirements of specified controlled dangerous substances crimes for a defendant to qualify for specified enhanced penalties; expanding specified categories of crimes that defendants may be convicted of to qualify as specified second, third, or fourth time controlled dangerous substances offenders; etc.
