maintain a specified registry available only to pawnbrokers within the
State; requiring that the registry contain the names of persons
convicted of specified crimes within a specified time period;

registry 3 years after the conviction of a specified crime; requiring
a pawnbroker to require specified persons to provide valid
identification before transacting with the person; etc.
