Synopsis:

Requiring an itemized statement of mandated appropriations to be included in the budget books; requiring a summary statement of mandated appropriations to be included in the budget books; providing that the fiscal notes and synopses for bills that require mandated appropriations shall include specified statements; providing that bills that require mandated appropriations shall include specified reporting and termination provisions; etc.
