Requiring the Department of Natural Resources to adopt regulations defining which species may be harvested, imported, transported, sold, or used as bait; repealing specified provisions of law governing the application process for a live bait dealer's license; repealing specified restrictions on live bait dealers and live bait purchasers; etc.
