Synopsis:

Requiring a person to be certified by the Maryland Insurance Commissioner before operating a public-private health care program in the State; establishing specified requirements an applicant for certification must meet; requiring the Commissioner to certify an applicant to operate a public-private health care program under specified circumstances; providing for the expiration and renewal of a certification; requiring a public-private health care program to disapprove an application under specified circumstances; etc.
