Establishing an Employee Development and Training Institute in the Department of Budget and Management; requiring the Executive Director of Personnel Services and Benefits of the Department to enter into a specified contract for specified services; requiring the Secretary of Budget and Management to adopt specified regulations; and requiring a specified annual report to specified legislative committees.
