Electric Company Franchise - Abandonment and Transfer

Synopsis:

Requiring the Public Service Commission to initiate a proceeding to determine whether Potomac Electric Power Company has abandoned or constructively abandoned its franchise as an electric company in the State; requiring the Commission to consider specified conditions in making a specified determination; requiring the Commission to initiate a specified proceeding if the Commission makes a specified finding; etc.
