Synopsis:

Requiring a licensed or certified real estate appraiser, in a residential real estate appraisal, to use specified standards required for a traditional valuation appraisal when using a nontraditional appraisal method; requiring a licensed or certified real estate appraiser to use a specified method only in an arms-length real estate transaction; requiring a licensed or certified real estate appraiser to consider specified other factors when a transaction involves duress or unusual circumstances such as a foreclosure or a short sale; etc.
