Synopsis:

Prohibiting a person from using or possessing with intent to use specified drug paraphernalia in specified public parks and recreation areas; allowing a defendant in a specified prosecution to introduce and requiring the court to consider specified evidence of medical necessity; establishing penalties for a violation of the Act; authorizing a specified unit of government to post specified signs; etc.
