Rubble Landfills - Liners - Local Authority

Synopsis:

Authorizing a local jurisdiction in which a rubble landfill or expansion is proposed to require a liner and leachate collection system; prohibiting the Secretary of the Environment from issuing a permit for a rubble landfill or expansions without a specified collection system unless the local jurisdiction has waived authority to require it; and providing that local authority to require a specified collection system is deemed waived under specified circumstances.
