Requiring that issuance of permits to conduct regulated activities in
wetlands be in accordance with provisions regarding public
participation in the permitting process; defining "aggrieved" for the
purpose of authorizing specified individuals to have standing to
participate in the permitting process to include the applicant for the
permit, counties and municipalities, organizations, and other persons
with certain grievances; authorizing the Department of the Environment
or the permittee to challenge an assertion of aggrievement; etc.
