Authorizing a child placement agency to consent to joint guardianship, custody, or other long-term placement of a child under specified circumstances; authorizing a court to award specified long-term placements under certain circumstances; altering a provision that specifies a circumstance under which specified reports, notices, and hearings regarding long-term placement of a child will not be required; etc.
