Synopsis:

Clarifying the power of the Insurance Commissioner to enforce the Insurance Code against persons whose certificate of authority, certification of qualification, license, or registration is no longer in effect; imposing a certain limitation on that power; and conforming the appeals procedures under the Insurance Code with those under the Maryland Rules.
