Requiring certain information technology proposals be subject to a certain process including advertisement, review, comment by the Legislative Policy Committee, and approval by the Board of Public Works; altering the Information Processing Equipment Replacement Fund to be the Information Technology Investment Fund; requiring the Department of Transportation to establish an Information Technology Investment Program; and generally relating to information technology.
