Synopsis:

Prohibiting a District Court commissioner from authorizing the release pretrial of a defendant charged with a crime of violence; allowing a judge to release pretrial a defendant charged with a crime of violence under certain circumstances; establishing a certain presumption applicable to a defendant charged with a crime of violence under certain circumstances; repealing a provision that prohibited a District Court commissioner from authorizing the release pretrial of a certain defendant under certain circumstances; etc.
