Increasing the maximum term of imprisonment for manslaughter; making the penalty for first degree murder either death or life imprisonment without the possibility of parole, depending on certain circumstances; and making the penalty for second degree murder either life imprisonment or imprisonment for life without the possibility of parole, as determined by the court.
