Synopsis:

Prohibiting a unit of State government from adopting a regulation after October 1, 1996, that is more restrictive than an applicable federal standard or regulation governing the same program or conduct unless certain conditions are met; authorizing the AELR Committee to take specified actions concerning proposed regulations that exceed federal requirements; specifying the effect of a request of the AELR Committee for reconsideration of the proposed regulations; etc.
