Providing that the State Superintendent of Schools shall adopt
regulations to govern the athletic programs of public secondary
schools; providing that the State Superintendent shall establish
eligibility criteria for student athletes; and providing that a
student may not be excluded from interscholastic competition due to
administrative oversight by a coach or school.
