Synopsis:

Amending provisions of the Woodrow Wilson Memorial Bridge and Tunnel Compact to include the District of Columbia as a signatory; granting additional powers and responsibilities to the Woodrow Wilson Memorial Bridge and Tunnel Authority; altering the membership, terms of the members, and procedures of the Authority; requiring the Authority to develop a management plan; making actions of the Authority contingent on an agreement with the U.S. Secretary of Transportation regarding an increased federal funding share; etc.
