Synopsis:

Prohibiting the construction and operation of municipal waste incinerators for the disposal of a solid waste stream within 1 mile of public and private elementary and secondary schools; prohibiting the Maryland Department of the Environment from issuing permits for the construction and operation of municipal waste incinerators for the disposal of a solid waste stream within 1 mile of public and private elementary and secondary schools; and excluding incinerators in operation on January 1, 1997 from the Act.
