Creating a State Debt not to exceed $500,000, with a matching fund requirement, the proceeds to be used as a grant to the Mayor and City Council of Baltimore for the planning, design, repair, renovation, restoration, and reconstruction of, and for the provision of capital equipment for, The Baltimore Conservatory facilities in Druid Hill Park in Baltimore City; and requiring the grantee to grant and convey a specified easement to the Maryland Historical Trust.
