Synopsis:

Altering the process by which an organizing community reflecting a qualifying area can seek to become a municipal corporation; requiring the Office of the Attorney General to develop a standard petition form for use by an organizing community and to provide the form to the boards of supervisors of elections of each county; altering the requirements for a valid petition for incorporation; authorizing a county governing body to appoint specified officials to serve as liaisons with the organizing committee; etc.
