Synopsis:

Requiring the Maryland School for the Deaf to establish and operate a program of enhanced services for deaf students who have other moderate to severe disabilities; requiring the State and counties to share in the costs of the program; requiring the School and the Department of Education to enter into an agreement regarding monitoring and assistance by the Department; including the School among entities for which the Governor may not reduce appropriations; etc.
