Synopsis:

Authorizing the Mayor and City Council of Baltimore City or governing body of a county or municipal corporation to grant a credit against the county or municipal corporation property tax imposed on real and personal property meeting specified eligibility criteria; providing for computation of the credit; granting a State tax credit against individual or corporate income tax, insurance premium tax, or financial institution or public service franchise tax under specified circumstances; etc.
