Creating a State Debt not to exceed $300,000, with a matching fund requirement, as a grant to the Board of Directors of the Young Men's Christian Association of Talbot County, Inc. for the planning, design, construction, and capital equipping of a therapeutic and rehabilitative pool, for use by elderly and handicapped persons, to be located at the Talbot County YMCA in Easton, Maryland; and prohibiting the use of the loan proceeds or any of the matching funds for sectarian religious purposes.
