Synopsis:

Adding specified misdemeanors to the list of crimes for which police officers may make a warrantless arrest; adding specified crimes to the list of crimes for which a police officer may issue a citation; allowing a police officer who makes a warrantless arrest of an individual for specified offenses to issue a citation to the individual; requiring the Chief Judge of the District Court to establish a specified schedule of prepaid fines for persons charged by citation; etc.
