House of Delegates Scholarship Program - Abolition

Synopsis:

Abolishing the House of Delegates Scholarship Program and transferring specified funds in the program after a specified date to the Educational Excellence Award Program; permitting recipients to continue to receive these awards under specified conditions; directing the Governor to include specified funds in the State budget for the Educational Excellence Award Program commencing with the FY 1999 budget, subject to specified conditions, and that additional funds be distributed in a specified manner; etc.
