Requiring the Board of Heating, Ventilation, Air-Conditioning, and Refrigeration to issue, without examination, a journeyman license to an applicant who has successfully completed an apprentice program in heating, ventilation, air-conditioning, and refrigeration approved by the Apprenticeship and Training Council.
