Synopsis:

Requiring the use of specified feeds and materials for poultry operations under specified circumstances; requiring specified farms in critical watersheds to have in place and be implementing best management systems by specified dates under specified circumstances; stating findings and declarations of the General Assembly; requiring the Department of the Environment to develop a nutrient budget for each critical watershed by a specified date and to determine farm acreage under systems by specified dates; etc.
