Authorizing a licensed agent of the State Lottery Agency to receive a specified cashing fee for services rendered in cashing winning tickets; requiring the Agency to pay a specified commission to licensed agents on sales of instant tickets; repealing the requirement that the Agency appropriate funds for bonuses and incentives that may be paid to licensed agents; etc.
