Establishing circumstances under which covered employees are not entitled to specified benefits when the primary cause of a work-related injury is intoxication or use of specified drugs; authorizing covered employees, under specified circumstances, to bring an action against employers when work-related injuries result from violation of the Maryland Occupational Safety and Health Act; etc.
