Expressing the public policy of the State regarding access to electronic public records; specifying costs and procedures regarding access to electronic public records and requirements pertaining to electronic data storage and retrieval systems for public records; specifying the amount that a custodian may charge for access to electronic public records; providing for an appeal process for contesting charges assessed by a custodian; specifying copyright restrictions for public records; etc.
