Authorizing the Superintendent of detention facilities in Caroline County to establish training or rehabilitation programs under specified conditions for individuals sentenced to imprisonment at a County detention facility; authorizing qualified prisoners in Caroline County detention facilities to work at gainful private employment under specified conditions; authorizing the Superintendent to reduce the sentence of qualified prisoners by a specified amount under specified conditions; etc.
