Synopsis:

Requiring the Governor to provide certain advance notice to the General Assembly and the public when certain inmates are being considered for pardons, commutations, or remissions of sentences; requiring the Maryland Parole Commission to provide certain advance notice to the public when it recommends to the Governor that an inmate be considered for a pardon or commutation or remission of sentence; describing procedures for providing certain notice; and generally relating to pardons, commutations, and remissions of sentences.
