Establishing that the circuit courts have jurisdiction in all criminal cases to determine eligibility for pretrial release, conduct bail review hearings, accept guilty pleas and impose sentences following guilty pleas, and accept jury trial prayers; establishing that the jurisdiction of the District Court is concurrent with the circuit courts in those matters; etc.
