Requiring the Department of the Environment (MDE) to establish a market-based emission trading system; providing for the purposes of the trading system; requiring MDE to develop and maintain a clearinghouse for specified purposes; providing for the creation, uses, transfer, and duration of emission reduction credits; prohibiting the Department from assessing specified fees or discounts in a specified manner relating to specified transactions; providing for the certification of specified credits; etc.
